EU Regulation 261/2004 covers every flight leaving a Finnish airport, whichever airline you fly. Here is what it actually gives you, including the part most travellers miss.
Helsinki to Rovaniemi, Kittilä or Ivalo is under 1,500 km, so the rate is €250 per passenger. It applies if you land 3+ hours late, if the flight is cancelled less than 14 days ahead, or if you are denied boarding.
This is the honest part. Most Lapland winter delays are snow, ice or de-icing queues, and weather counts as an "extraordinary circumstance" under Article 5(3), no compensation is due. Technical faults, crew shortages and overbooking are a different matter, and those do qualify.
Article 9 stands whatever the cause: meals and drinks for the wait, two phone calls or emails, and a hotel plus transfers if you are stuck overnight. The airline owes you this even when the weather rules out compensation. Ask at the desk, it is rarely offered unprompted.
